RGL Requirements and Process
The requirements and processes outlined on this page apply to inbound travellers from the following Reciprocal Green Lane-eligible countries/regions:

1. Eligibility
Either a Company or Government Agency in Singapore can sponsor/apply for a SafeTravel Pass under the Reciprocal Green Lane (i.e. SafeTravel Pass-RGL) on behalf of a prospective traveller, who:
- A valid passport holder of any nationality/citizenship;
- A resident of either Singapore or the RGL partner country/region;
- Seeking to make a single-entry, short-term essential travel; and
- Travelling for business or official purposes between Singapore and country/region of departure.
2. Submit Approvals for Entry into Singapore

Submit RGL application | Singapore-based companies or Singapore Government agencies (i.e. application sponsors) to submit a SafeTravel Pass-RGL application here. Applications for travel are open between 2 and 5 weeks before the intended week of entry. As applications can take up to seven days (excluding day of application) to process, any application submitted less than 8 days from the intended date of entry will not be accepted.

Travellers to Submit Visa Application (if Required) | Prospective SafeTravel Pass-RGL travellers who are visa-required passport holders should apply through the usual channels for a visa to travel to Singapore. |
3. Pre-departure to Singapore

Pre-departure COVID-19 Polymerase Chain Reaction (PCR) Test | Approved RGL travellers must take a COVID-19 PCR test within 72 hours before departure for Singapore at an authorised health centre designated by the Government of a counterpart country/region, and obtain a certificate for a negative COVID-19 test. |

Submission of Health Declarations and Payment for Arrival Swab | Approved RGL travellers should monitor their health and avoid travelling if feeling unwell. Otherwise, they should: |

Note:Travellers are required to declare, at the point of application, that they have purchased or will be purchasing travel insurance that meets the minimum coverage of S$30,000 for COVID-19-related medical treatment and hospitalisation costs for the duration of their stay in Singapore, as part of the Terms and Conditions for the SafeTravel Pass. Please refer to the list of locally available insurance products here. |
Pre-boarding clearance | Approved RGL travellers must produce the following documents when leaving for Singapore:
Travellers that fail to produce the above documents may be refused boarding by the airline or transport company. |
4. Arrival in Singapore
Day of entry into Singapore | |

Immigration clearance | An approved RGL traveller must declare on arrival that he/she is an approved SafeTravel Pass-RGL holder and be able to produce the following:
Upon confirmation of his/her traveller scheme, the traveller will take a COVID-19 PCR test at the immigration checkpoint. Travellers who have yet to pay for their post-arrival COVID-19 PCR test will be made to pay on the spot. |
Transport from Checkpoint to Accommodation | The local host* must arrange for transport for the traveller to commute directly from the immigration checkpoint to the declared self-sourced(non-residential) accommodation, adhering to prevailing health measures. Use of public transport is not allowed. |
TraceTogether app | The local host* must ensure that the approved RGL traveller downloads and uses the TraceTogether app or device throughout their stay in Singapore. |
* The local Host refers to the company or government agency receiving the traveller in the destination country/region. Company-sponsors can serve concurrently as the host and sponsor.
5. Post-Arrival
Up to 2 days after arriving in Singapore | |

Self-isolation | RGL travellers must remain in their accommodation until a negative COVID-19 PCR test result is conveyed (within 48 hours). Travellers tested positive for COVID-19 will be accorded medical treatment at his/her own expense. |
